Prime Minister Nguyen Xuan Phuc chaired a conference on the development of the Southern Key Economic Region on May 6 in Bien Hoa city, the southern province of Dong Nai.
Many attendees made speeches at the Conference. Below is an example from Mr. Nguyen Van Hung – Member of Provincial Party Standing Committee, Chairman of the Board of Directors of Becamex IDC Corporation:
Since its establishment, the Southern Key Economic Region has created a great motivation for its member provinces to become the national economic leader, accounting for 40% of the country’s export turnover, contributing nearly 60% of the national budget.
The region is the gateway for international exchange and international integration. In terms of orientation, the Region has always been properly directed, having standard plans such as international airports, international seaports, concentration ports, and deep ports
Today, the fourth wave of industrial revolution with the explosion of science and technology is spreading around the world, creating new opportunities and challenges. The Southern Key Economic Region needs to be more vigorous and drastically renewed in order to increase global competitiveness. The plans must be feasible and provide timely incentives and solutions for effective project implementation.
In the future, the region should aim to create a new added value, focus on training to improve human resources, supplement high-class service programs, boost supply chains and logistics infrastructure, diverse transportation development such as river, sea and road; accelerate connection of connecting routes, seaports, and international airports so that, it can spread through the surrounding regions.
The formation of the Southern key economic zone has made remarkable influence on the growth of localities in the region. Speaking of Binh Duong in particular – as a member of the Southern key economic region, it has made significant progress during the past 20 years. From 1996, starting to develop industrial parks and by 2006, Binh Duong moved to the period of synchronous development of industry – service – urban area, transportation connecting with seaports, airports and other provinces in accordance with the regional plan.
Since 2015, with its capacity, Binh Duong has been making breakthroughs by developing the Smart City to increase the added – value of the economy, shifting to production of technologies and quality services and moving towards a knowledge and digital economy.
The province places people as the focus, takes cooperation as the motto, drastically promotes the development of human resources for knowledge, research and application of science and technology, start-up, urban infrastructure connection, Logistics, Broadband ICT, and a synchronized database. Creating an innovative ecosystem, based on the model of Triple Helix Model from Eindhoven – Netherlands, a close cooperation relationship between the state, the entrepreneur, and the school and the institute.
At the same time, Binh Duong promotes investment in social infrastructure, leveraging to break through the economy, through the program of improving the green environment, building social houses for 300,000 people, helping workers settle down and encourage community activities, healthcare and education. These steps gradually create a health and balanced living environment that meet international standards.
In 2018, Binh Duong continuously organized 2 world-class events, bringing together thousands of leaders from cities, multinational corporations, institutes in over 60 countries to discuss world trends, development strategy of Binh Duong and the Southern Key Economic Region.
These efforts earned Binh Duong a place in the list of the top 21 cities developing Smart Cities in the world by the Intelligent Community Forum (ICF).
4 Proposals by Becamex IDC at the Conference
Becamex IDC proposed four proposals concerning:
– Mechanism to promote enterprise resources to build infrastructure for the Southern Key Economic Region;
– Coordination mechanism of the Southern Key Economic Region;
– Railway logistics project
– Science and Technology Industrial Park Project.
