The Smart City Project ,with clear and practical objectives for socio-economic development is the driving force for Binh Duong to make significant breakthroughs after years of investment.
Mr. Tran Van Nam, Secretary of Binh Duong Provincial Party Committee commented that Binh Duong Smart City Project, which connects governments, institutes and businesses in developing industrial parks, transportation and logistics is the aspiration and determination for inclusive breakthroughs of local government, businesses and people.
The Binh Duong Smart City project is a step to realize the decisions and goals set by the provincial government regarding resources mobilization to invest in socio-economic infrastructure, modern urban development, raising standards of living, quality of government and labor force, professionals in the science and technology industry, improving service quality for industrialization and modernization.
In the mid-term review of the Tenth Provincial Party Congress term (term 2015 – 20), despite recognizing many difficulties and challenges, we were also excited when the many targets set out in the plan were exceeded.
Industrial development has become Binh Duong greatest strength over the years. Industry in the province continuously maintains a high growth rate, an average increase of 9.6% (the target is 8.7%), thereby promoting other sectors and fields of the economy. Binh Duong is not only proud of being a “promised land” to welcome and create job opportunities for people from all over the world to come and do business and live; but the production value in the province continuously contributes positively to the development of the Southern Key Economic Region and the whole country. Typically, Binh Duong has always been a “surplus” province, with a total trade surplus in 2016, 2017 and the first half of 2018 reaching US $ 12.4 billion.
Good investment environment, open policies create trust and excitement in the business community and workers. Binh Duong province currently has about 3,500 foreign-invested enterprises (FDI) and tens of thousands of domestic enterprises.
The economic development brings positive changes to people’s lives. Binh Duong is the first province to have no poor households according to the national criteria. The provincial functional agencies continue to have many policies and solutions to take care of laborers.
Binh Duong’s social housing development program has attracted all economic sectors to invest, so far 25 social housing projects have been put into operations with a total floor area of hundreds of thousands of square meters. In addition, there are also about 200 businesses investing in building houses for workers with a total area of about 27,000m2.
Binh Duong will continue to take advantage of its previous achievements and draw experience from previous lessons to continue making crucial breakthroughs in the future. In the past, Binh Duong was one of the pioneering provinces to develop industrial parks, laying “red carpet” to welcome investors. However, other provinces have also developed their industry with their own advantages and therefore, Binh Duong always seeks out new ways to increase its competitiveness, and continue to generate extensive and intensive growth.
For example, Binh Duong has so far aimed to attract investment in science and technology that create high surplus value and the Science and Technology Industrial Park as part of Binh Duong Smart City program will help to realize this goal. In addition, Binh Duong always put emphasis on building transportation and infrastructure system connecting those of Ho Chi Minh city and other provinces.
Many state-oriented infrastructure projects with the participation of enterprises have been and will be implemented in Binh Duong to create a vast network. Adopting Triple Helix model in the Smart City Project, the government does not control but only outline strategies, policies and mechanisms to call for institutes and enterprises to do their part.
Human resource and human resource issues are a key factor for development. Binh Duong has many policies to develop universities, vocational schools, policies to encourage, attract talented people, train doctors and more, thereby creating resources and contributing to the development of the province.
Recently, Binh Duong province has consolidated many key leadership positions. Mr. Nguyen Hoang Thao – Former Director of Binh Duong Provincial Police was elected and approved to be Standing Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh – Former Secretary of Thu Dau Mot City Party Committee was elected Chairman of the Provincial People’s Council. In addition, many leading positions of the Provincial Public Security and Thu Dau Mot City Party Committee have been mobilized and supplemented in accordance with regulations.
According to Mr. Tran Van Nam over time, Binh Duong has initially mobilized and attracted a lot of social resources, with many modes of investment and development of transport infrastructure, especially bonded external transport works. In the province, it will be in the direction of uninterrupted synchronization, giving priority to rational connection between national highways, provincial roads and district roads, with the national transportation system and provinces in the Southern Key Economic Region.
Typical projects such as: My Phuoc – Tan Van road, Thoi An Bridge, the road from Thoi An bridge to DT748 (the sections on the Ring Road 4 of Ho Chi Minh City), collaborating with Dong Nai to build Bach Dang II bridge (connecting Binh Duong New City, North Tan Uyen – Phu Giao – Bau Bang with Dong Nai province). Ongoing coordination with Tay Ninh to invest in 6-lane roads and bridges, connecting from Dau Tieng and Binh Duong to cross the Saigon River, connecting with Duong Minh Chau and Tay Ninh districts.
These projects, along with the previously invested transport constructions for external affairs (National Highway 13, Provincial Road No. 741, No. 743, No. 747, No. 744, Thu Bien bridge, My Phuoc – Tan Van road, etc.) have played a positive role in transportation connection for the province’s socio-economic development.
