Bring into full play corporate resources to develop infrastructures

Infrastructure is the ‘backbone’ for socio-economic development, but in the context of limited budgets, what resources to develop infrastructure is a question that attracts the concern of many experts and managers.

At the recent conference of the Southern Key Economic Region, held by the Government, Mr. NGUYEN VAN HUNG – Member of the Provincial Party Standing Committee of Binh Duong, Chairman of Becamex IDC Corporation – said that there should be solutions to mobilizing greater resources from enterprises in infrastructure development, especially in projects of regional connectivity and those creating “leverage” for development.

Talking with Tuoi Tre, Mr. Hung said:

– Since its establishment, the Southern Key Economic Region has created a great motivation for its member provinces, including Binh Duong. This is the leading economic region of the country, contributing to 45% of GDP and 42% of the national budget. Regarding orientation, the region has always been properly directed and suitable planning, featuring airports, international ports, centralized ports, deep ports, etc.
However, from right from the planning stage to the implementation stage, turning planning into reality requires a great effort. In particular, in the context of the wave of industrial revolution, science and technology are booming all over the world.

In my opinion, the regional planning needs to be both right and feasible, and it is important to create mechanisms to promote and have specific solutions to bring the plan into reality in a timely and effective manner. From the achieved results, in the future, the Southern Key Economic Region should aim to create more new and higher added value. It is necessary to focus on training and improving human resources, supplementing advanced service programs, boosting the supply chain, but first focus on logistics.

Infrastructure of the region also needs to be strengthened. In the immediate future, it is necessary to accelerate the connection of rings roads, connection routes, seaports, international airports and from there spreading out not only in the region but also the surrounding area.

In the development strategy, we place people at the center, take cooperation and connection as a guideline, drastically promote the development of knowledge in human resources, research and application of science and technology, start-ups, and linking urban infrastructure, industry, logistics, broadband ICT, and synchronized databases. Thereby, creating an innovative ecosystem, with the foundation of a “Triple Helix” model of learning from the city Eindhoven (Netherlands), close cooperation between the State – Institutions – Businesses.

Q: Binh Duong is considered a dynamic and active province in building favorable infrastructures for economic development, what strategies has it adopted to actively create regional linkage in the future?

A: The establishment of the southern key economic region has a strong impact on the growth of localities in the region. Actively promoting the strength of being a member of the region, during the 20 years, Binh Duong has continuously made turning points.

In 1996, we started developing the first industrial park. By the year 2006, Binh Duong moved to the period of synchronous development of industry – service – urban areas, developing transportation connecting seaports – airports and surrounding provinces, in association with the general planning of the whole region.

Up to now, after more than 20 years of development, Binh Duong continues to make a breakthrough into the period of smart city development (from 2015).

The objective of this project is to enhance the added value of the economy, shift to production of technology and quality services towards the knowledge-digital economy.
Binh Duong also promotes investment in social infrastructure, leverages to thrive the economy, with the program of improving the green environment, building social houses for 300,000 people, helping workers settle down, encourage community activities, health development, education; step by step creating an ideal and harmonious living environment of international standards.

In 2018, Binh Duong successfully hosted two international events on current world trends, Provincial Development visions and Southern Key Economic Region development, bringing together thousands of leaders from cities, multinational corporations, heads of institutes and universities from over 60 countries. These efforts earned Binh Duong a place in the list of 21 cities in the world for smart city development by the Intelligent Community Forum (ICF). This success also contributed to the general development of the entire Southern key economic region.

Q: The issue of “regional connection” has been raised for many years for its importance; however, it hasn’t been achieved successfully. In your opinion, what solutions do you think are necessary for the development of both Binh Duong and the Southern key economic region?

A: The goals, major orientations and future plans of the Southern Key Economic Region are clear, the opportunities and challenges are also obvious, but why are many projects of the region still not effective? Why are the core and extremely urgent points such as seaports, airports, connecting routes … still not able to proceed quickly? This is also something we always consider and see a part of our responsibility in it.

From the enterprise perspective, I propose three specific solutions for regional economic development: One is the need to have mechanisms to promote stronger business resources for infrastructure development. Secondly, it is necessary to have a mechanism to coordinate the Southern Key Economic Region – which requires stronger, more specific and substantive decentralization. The Government with a national vision needs to assist Ho Chi Minh City and surrounding provinces in promoting the to make decisions to make breakthroughs. Thirdly, it is necessary to implement a railway logistics project to solve the problem of transporting goods and raw materials from factories and industrial parks to airports and ports.

For Binh Duong province alone, after a period of successfully attracting foreign direct investment (FDI) and industrial development, we are developing a Science and Technology Industrial Park Project which is one of the specific projects of the “Smart City” scheme. In the future, a high-tech manufacturing ecosystem will be gradually formed, opening up a knowledge center for the whole region, and to become a dynamic highlight of the whole country.

Regarding mechanism, first of all, priority should be given to the logistics transport system associated with industrial and urban development. Major projects of the region need coordination, creating synergy and breakthrough.
The government with the leadership role can coordinate and empower enterprises, assign tasks, and create favorable conditions for the mechanism. These dynamic key enterprises, with the support of the government and locality, will become the driving force to attract international and domestic resources, opening up great potential.

This is a method applied effectively by other countries when deploying large infrastructure projects: the government mobilizes and distributes tasks to each group related to finance, construction, operation and transportation. A specific example coming up is the Long Thanh international airport project and the connecting projects to the airport. This is a key project, extremely urgent, so if the Government advocates to call enterprise resources, it will surely create a great attraction, promoting the project quickly and effectively.

Q: What does the Science and Technology Industrial Park Project (STIP) of Binh Duong feature?

This is one of the key projects of the Binh Duong Smart City project, in close cooperation between Binh Duong / Becamex and the World Technopolis Association (WTA). The project will be based on models of Daejeon – South Korea, Eindhoven – Netherlands, Singapore and many other scientific cities around the world.

The Science and Technology Industrial Park in Binh Duong is oriented to focus on developing an area to attract corporations, especially SMEs and start-up businesses in key manufacturing industries with high added value in accordance with the current period, at the same time planning research and development areas, experimental science and technology, connecting institutes – enterprises both in national and international.

The Science and Technology Industrial Park aims to become a training center to attract high-tech human resources and research and technology transfer. In addition, to the working environment, the Science and Technology Industrial Park also has an urban area, which is an ideal living environment for professionals, engineers and scientists with a dynamic and creative scientific community.
